Bilingual Education Dual Language Minor

Dual language instruction, delivery of academic content in two languages at the PreK-12 settings, is a growing area for school districts in Washington State. A dual language social studies class might use English one day and Spanish the next while working on the same academic topic. This minor prepares teacher candidates to successfully instruct students in English and a partner language.

The Bilingual/Multilingual Education Program in the Department of Education, Development, Teaching and Learning offers two pathways in the Bilingual Education Dual Language program, one focused on educating Spanish/English speakers and another emphasizing English and another language, such as Cantonese, Russian, Ukrainian, Vietnamese, etc. In the Spanish/English pathway, select courses will be conducted bilingually.

Students in both pathways must demonstrate proficiency in a partner language in order to meet the Bilingual Education Dual Language Minor requirements. This is to be demonstrated by successfully completing the required world language course(s) and the courses delivered bilingually.

Teaching Endorsement
This minor partially satisfies the criteria for a teaching endorsement in Bilingual Education, qualifying students to teach at the high school, middle/junior high, and elementary levels. Students who successfully complete the Bilingual Education Dual Language Minor, an endorsement major and the Professional Education Program (or approved alternative such as the Elementary Education Major, or the Education Foundations major), are eligible to apply for Washington State teacher certification. In addition to completing graduation requirements, teacher certification candidates must meet all Washington State teacher certification requirements. See an education advisor as soon as possible to develop a course of study.

Graduation Requirements
Students must maintain a Plan GPA of 3.0. No grade lower than a C in any course applied to the minor.

Other requirements:

  1. Pass the Bilingual Education WEST-E test:
    1. This test assesses their content knowledge for the endorsement.
  2. Demonstrate language proficiency:
    1. Candidates must take and pass one of the following language proficiency tests in the target language:
      1. ACTFL Oral Proficiency Interview (OPI) and Writing Proficiency Test (WPT): Achieve an “Advanced-Mid” or higher rating on both tests.
      2. Avant STAMP: A score of 7 or higher on the STAMP 4S, 3S, or STAMP WS.
      3. ALTA Assessment: An ILR score of 2 or higher on the speaking/listening and writing components.
